A strong dual charter system is not merely a regulatory preference—it is a cornerstone of a safe, sound, and competitive credit union ecosystem. By preserving meaningful choice between state and federal charters, Ohio credit unions benefit from balanced supervision, competitive fee structures, and the flexibility to select the charter that best supports long-term growth and innovation.
Recognizing this, the League convened a dedicated work group focused exclusively on strengthening Ohio’s state credit union charter for the future. While recent administrative updates modernized important aspects of the framework, the Ohio Revised Code itself has seen limited change since 2018. That gap presents both a challenge and an opportunity.
The League took the workgroup’s recommendations, met with the Ohio Division of Financial Institutions, and has now secured a bill sponsor who is ready, willing, and excited to advance these updates in the Ohio General Assembly later this year.
State Senator George Lang (R-West Chester) is excited to champion a bill that expands field of membership, eases your compliance burden, and brings the state charter fully into the 21st century. The League is looking to shape policy—not react to it—to ensure Ohio’s state charter remains a viable, attractive option well into the future. Be on the lookout for a draft of the bill once it becomes available.
